This occurs when a game or the system is trying to access PlayStation Network and the user does not have a Sony Entertainment Network account linked to it. Solution Sign in with a Sony Entertainment Network account. On the XMB™ Menu, go to PlayStation®Network > [Sign Up for PlayStation®Network] and create a Sony Entertainment Network account or sign in with an existing account. Alternatively, go to Users and press the X button on the user that is linked to your Sony Entertainment Network account. Then go to PlayStation Network > [Sign In] to sign in to your Sony Entertainment Network account.
